How A Utility Bill Is Computed

Water and Sewer Charges Contain Two Parts:

  1. Base Rate (Flat):  The monthly base rate, which allows the City to meet financial commitments such as the loan payment and fixed operation costs. This charge continues whether you are occupying your residence or away on vacation.
  2. Usage Rate (Variable):  Based upon actual metered water usage, billed per 1,000 gallons.
    1. Wastewater/Sewer usage is NOT directly metered. Usage is determined by a mathematical calculation of 90% of metered water usage, as this is the accepted standard nationally to estimate the amount of water consumed inside of a residence. The remaining 10% is assumed used for irrigation, car washing, outdoor maintenance, etc. Sewage is returned to the City wastewater treatment plant via the sewer system (from toilets, sinks, baths/showers, cooking, etc.) for treatment.

Utility Tax

  • A 5% utility tax is included on all accounts not eligible for tax-exempt status (charities, churches, etc.). This percentage is based upon the total billable water charges.

Refuse & Recycling

  • Refuse/garbage charges are flat-rate charges based upon the type of service provided (toter/can or dumpster), and number of services at the property.

*EXAMPLE -  3,000 gallons of water would be computed as:
